Proposed Addition to the Administrative Plan

Proposed New Policy: Transition Policy for EHV Participants

The Housing Authority proposes to add a new policy to the Administrative Plan, specifically in Chapter 18, Section III.A. This policy will establish a structured transition process for Emergency Housing Voucher (EHV) households moving to the Housing Choice Voucher (HCV) program, ensuring continued housing assistance.

New Policy – Chapter 18-III.A. Transition Policy for EHV Participants

The North Bend City/Coos-Curry Housing Authority (PHA) will transition eligible Emergency Housing Voucher (EHV) households to the Housing Choice Voucher (HCV) program to ensure continued housing assistance. While current EHV participants will retain their vouchers, no new EHV vouchers will be issued as program funding is limited to existing participants.

PHA Policy:

  1. Automatic Transition:
    • EHV participants in good standing will be transitioned automatically to a regular HCV voucher.
    • No additional paperwork or new applications will be required for this transition.
  2. Continuation of Assistance:
    • The PHA will ensure that housing assistance continues without interruption for EHV participants during and after the transition.
  3. Notification Process:
    • The PHA will notify EHV participants at least 90 days before the program’s transition.
    • The notification will explain the transition process and confirm that no action is required on the participant’s part.
  4. Termination of EHV Assistance:
    • EHV assistance will be terminated once the household transitions to a regular HCV voucher.
    • The transition will be coordinated to prevent any gap in assistance.
  5. Participant Support:
    • The PHA will communicate clearly with EHV households throughout the transition process.
    • Dedicated staff will be available to address participant questions and concerns.
