Housing Choice Voucher Program for Landlords

The Housing Choice Voucher (HCV) Program provides rental assistance to eligible low-income households, helping them access safe, decent, and sanitary housing throughout Coos and Curry Counties. Funded by the U.S. Department of Housing and Urban Development (HUD) and administered locally by the Coos-Curry Housing Authority, the program connects landlords with qualified tenants while providing reliable rental assistance payments.

When you participate in the Housing Choice Voucher Program, you maintain the same rights and responsibilities as any private landlord. You select your tenant, sign your own lease, collect the tenant’s portion of the rent, and manage your property as you normally would. The Housing Authority pays its portion of the rent directly to you each month through a Housing Assistance Payments (HAP) Contract.

How the Leasing Process Works

1. A Family Finds Your Rental

An eligible Housing Choice Voucher participant contacts you about your available rental unit.

2. Complete the Request for Tenancy Approval

Once you agree to rent the unit, you and the prospective tenant complete a Request for Tenancy Approval (RFTA) and submit it to the Housing Authority.

3. Housing Inspection

The Housing Authority schedules an inspection to ensure the unit meets HUD’s Housing Quality Standards (HQS).

4. Rent Approval

The Housing Authority reviews the proposed rent to ensure it is reasonable compared to similar units in the local market.

5. Lease and HAP Contract

After the unit passes inspection and rent is approved, the landlord and tenant sign a lease, and the Housing Authority executes a Housing Assistance Payments (HAP) Contract with the landlord.

6. Monthly Payments Begin

The Housing Authority begins making its monthly housing assistance payment directly to the landlord, while the tenant pays their required portion of the rent.


Frequently Asked Questions

Can I screen tenants?

Yes. Landlords continue to use their normal screening criteria, including rental history, credit history, criminal background screening, and other lawful screening practices. Participation in the Housing Choice Voucher Program does not require landlords to change their screening standards.

Who signs the lease?

The lease is between the landlord and the tenant. The Housing Authority signs a separate Housing Assistance Payments (HAP) Contract with the landlord.

Who pays the rent?

The Housing Authority pays its portion of the rent directly to the landlord each month, and the tenant pays their required share directly to the landlord.

Can I increase the rent?

Yes. Landlords may request rent increases in accordance with HUD regulations and Housing Authority policies.

Can I evict a tenant?

Yes. Voucher participants are subject to the same lease requirements as any other tenant. Landlords may enforce lease terms and pursue eviction when appropriate under Oregon law and HUD requirements.

Does the Housing Authority manage my property?

No. Property management remains the responsibility of the landlord. The Housing Authority administers the rental assistance program and provides ongoing support related to the voucher.
