
We’re incredibly excited to celebrate the full launch of the SPARC Network—and to welcome Karlee Cottrell as the SPARC Network Manager!
This is a major moment for the South Coast.
The SPARC Network (Service Providers and Regional Connections) represents a fundamental shift in how we address housing and homelessness—not as separate programs, but as a connected system built to move people from crisis to stability.
Through SPARC, we are aligning outreach, shelter, transitional housing, workforce housing, and permanent housing into one coordinated continuum—ensuring that no one is left without a pathway forward.
Karlee stepping into the Network Manager role is a huge step forward. This role is about:
- Strengthening coordination across partners
- Supporting real-time system alignment
- Driving the day-to-day momentum needed to make SPARC work in practice
This isn’t just a new initiative—it’s infrastructure for solving homelessness in rural communities.
