The HCV Program provides landlords with:

How the Program Works 

  1. List Your Property 
  • Inform the Housing Authority about available units. 
  • Screen tenants as you would with any other applicant. 
  1. Complete the Lease & Inspection Process 
  • The Housing Authority inspects the unit to ensure it meets Housing Quality Standards (HQS). 
  • Sign a Housing Assistance Payment (HAP) Contract with the Housing Authority. 
  1. Receive Monthly Payments 
  • The Housing Authority pays a portion of the rent directly to you, while tenants pay their portion. 
  • Payments continue as long as the tenant remains eligible and follows lease terms.

Landlord FAQs 

  1. How do I screen HCV tenants?

Landlords conduct their own screening based on rental history, credit, and other standard criteria. The Housing Authority only determines voucher eligibility, not rental suitability. 

  1. How are rent payments handled?
  • The Housing Authority pays its portion of the rent directly to you each month. 
  • The tenant pays their share directly to you as agreed in the lease. 
  1. What happens if the tenant’s income changes?

If a tenant’s income decreases, their rent portion is adjusted and the Housing Authority may cover a larger portion of the rent. 

  1. What if I have a tenant issue?

HCV tenants sign your lease agreement and follow your rules. If there are lease violations, you can follow your normal eviction process.
